FSK Post 11 History
The only American Legion Post in Maryland, Chartered in 1919, in continual operation and no reorganization with another Post that has not had a repeat Post Commander!
The caucus met July 16th, 1919 in the Frederick City Armory, called to order by Lt. Col. D. John Markey. Capt. Elmer F. Munshower was chosen temporary president and Clarence L. A. Dunsing temporary secretary.
Selection of a post name was brought before the floor for nominations. Lt. William M. Storm suggested the name of Earlston L. Hargett, who made the supreme sacrifice, be chosen. Other names suggested were Francis Scott Key, Winfield Scott Schley and Frederick City. A vote by ballot resulted in the selection of Francis Scott Key.
President Munshower then appointed the following committee on by-laws, Lt. William M. Storm, chairman; David M. Schroeder, Joseph W. Urner and Lt. Paul E. Marsh.
The following were named to the temporary executive committee, Lt. Col. D. John Markey; chairman, John Hershberger, Jr., Rufus Earl Derr, Charles Clifford Doll and Francis H. Urner. The temporary executive committee was instructed to make application at once for a charter and to name a time for the next meeting at which the constitution and by-laws will be adopted and permanent officers will be elected. It was stated that about twenty-five days will elapse until the new charter arrives and the committee will call the next meeting as soon as practicable after the charter is received.
Col. Markey stated that the American Legion was destined to become one of the largest and finest organizations in the United States. Every branch of the service will be represented and there will be no distinction in rank as to service. No matter where, when or how the men served, said Col. Markey, every man who rendered service to his country will be eligible to membership and every eligible man is invited to join.
The question came up as to whether service men outside the city might become members of the local post or whether similar organizations would be formed throughout the county? Col. Markey stated that fifteen eligible persons in any of the county towns may obtain a charter. And he stated that posts be organized in such towns as Brunswick, Middletown, Myersville, Emmitsburg, Buckeystown, Libertytown or in whatever town or locality that fifteen members make application for a charter. However, anyone in the county eligible may join the local post. Later when posts are organized throughout the state, a state convention will be held and delegates will be elected to the National Convention to be held in Minneapolis November 10th, 11th, and 12th when final steps in the organization of the Legion will be taken.
Those present at the meeting were given membership cards and requested to bring others to the next meeting to join the post. The following were present and became members:
